Non-turbo engine for ST184r? The 5S-FE has died....

My son has had his heart set on a classy car, he bought a rally inspired ST184r celica and is now trying to get it registered before his 16th birthday! 
His 5S-FE engine has serious problems, could just be rings, but if we are doing that we would do a full recondition. I don't think he will be allowed to drive it if we put a turbo in (on his L's or P's), so what other suggestions do you have for us?
I have done a corolla 3K to 4K-C swap when I was 17, so now with a few more decades under my belt I reckon we can do any simple bolt in swap (or even a small bit of fabrication if necessary).

    A great p plate legal engine swap for these is a red top 3SGE beams. I haven't done the conversion myself though I have heard that it is relatively simple. Many Toyota parts are directly compatible between different models. Give Dylan at Gorilla Industries a call. They will be able to source one for you. They make more power than a 5SFE. Yes please post photos!
